Working with the Department of Toxic Substance Control (DTSC) and Equitable Community Revitalization Grant (ECRG)
Tierra West has assisted clients in accessing over $11.5 million in ECRG grants, acting as Project Manager for public agencies to access these valuable grant awards. Tierra West helps public agencies with the coordination of all grant activities - from grant writing to grant administration/implementation/reporting - and works collaboratively with City Staff, DTSC, Regional Water Quality Board, and Environmental Remediation Consultants.
City of Bell Gardens
The City of Bell Gardens was awarded an Equitable Community Revitalization Grant ("ECRG") from the Department of Toxic Substance Control ("DTSC") in 2021. The ECRG grant funds are being used for analysis and clean-up of the property located at 5636 Shull Street, which was once an oil storage facility known as Berk Oil.
The clean-up had started many years ago with a grant from the federal government’s Environmental Protection Agency, but the clean-up efforts had only prepared the property for commercial development. The ECRG grant has taken the effort a step further to clean the site for residential development. DTSC and the California Regional Water Quality Control Board are collaborating as oversight agencies for this project.
Final site remediation through the ECRG grant will allow the 4.33-acre site, which has been vacant for over 20 years, to be developed with 82 affordable multi-family rental units and 18 affordable townhomes for purchase. The project also has the capability of supporting the community through job creation and the development of equitable contracting systems.

City of Lynwood
The City of Lynwood has been awarded an Equitable Community Revitalization Grant ("ECRG") from the Department of Toxic Substance Control ("DTSC"). ECRG funds will be used for analysis and clean-up of contaminated property located North, East and South of 11600 Long Beach Boulevard.
The proposed redevelopment project consists of a much-needed grocery store desired by the Lynwood community, in an area that has been identified as a "food desert" by the USDA. The proposed project, consisting of a major grocery store and other retail uses on the reuse site, is anticipated to created 225 permanent local long-term on-site jobs and 250 short-term construction jobs with a predicted 80% of employees coming from the immediate local area.
​Clean-up of the site will remove hazardous materials that have been present for decades and will prevent further migration into the soil and groundwater which has also exposed residents to elevated soil vapors at levels exceeding state residential standards. With the award of the DRSC/ECRG grant, the clean-up can now begin!​
