City of Upland's Five-Year Economic Development Plan
Tierra West recently collaborated with the City of Upland on a new five-year economic development plan to address the need for diversification of the local economy and job creation. The City of Upland selected Tierra West to prepare an economic development strategy and action plan that would assist the City to prepare for the future needs of its evolving community.
Northeast Los Angeles River Collaborative
Tierra West served as project manager and economic development advisors of the Northeast Los Angeles Riverfront Collaborative, where 18 cross-disciplinary regional organizations came together to help guide the future of the LA River and its surrounding communities.

Commercial Cannabis Program Administration & Compliance
Tierra West’s retail cannabis support services range from the development of strategic plans for a full public regulatory compliant program, including the drafting of regulatory ordinances and zoning studies, to implementation of economic development and taxation options, procurement services through initiating & managing the applicant RFP process, vetting and ranking applicants, contract administration and compliance, and monitoring services.
Grant Writing and Administration/Implementation
Tierra West has helped our municipal clients access over $11.5 million in ECRG grants, acting as Project Manager for public agencies to access these valuable grant awards. Tierra West helps public agencies with the coordination of all grant activities - from grant writing to grant administration/implementation/reporting - and works collaboratively with City Staff, DTSC, Regional Water Quality Board, and Environmental Remediation Consultants.
Commerce Casino & Citadel Outlet Expansion Efforts
The Citadel Outlets and Commerce Casino each draw millions of visitors from all over the globe to the City of Commerce, CA. Tierra West has helped support the City in its ongoing expansion efforts on both landmark projects, providing real estate services, deal structuring, due diligence, strategic planning efforts, City Council presentations, and revenue analysis.
Financial Analysis – Korean American National Museum
Tierra West assisted KANM with the preparation of a financial analysis report and preparation of deal structuring documents and negotiations. This was a 170,000 square foot mixed-use project and Tierra West assisted in identifying the financial benefits for the City of Los Angeles, Museum and dynamic surrounding communities.
